Bangladesh’s Dream71 Secures Major UNDP-EU Project in The Gambia

Bangladeshi technology company Dream71 Bangladesh Ltd. has secured a major international contract to help modernize the justice and legal sectors of The Gambia through a comprehensive digital transformation project backed by the European Union (EU) and the United Nations Development Programme (UNDP).

The initiative, part of the Governance Reform and Transformation (GREAT) programme, aims to improve the efficiency, transparency, and accessibility of judicial services by introducing digital platforms across key government institutions.

Under the project, Dream71 will design, develop, and deploy an integrated Digital Case Management System (DCMS) for The Gambia's Ministry of Justice, Ministry of the Interior, and the country's judiciary. The system is expected to streamline case management, improve coordination among institutions, and support more efficient judicial administration.

The company will also expand the Computer-Assisted Transcription System (CATS) to six additional courtrooms, enabling court proceedings to be digitally recorded and transcribed more efficiently.

In addition, Dream71 will build an open digital platform that will allow the public to monitor progress on implementing recommendations made by The Gambia's Truth, Reconciliation and Reparations Commission (TRRC), supporting greater transparency and public accountability.

Expanding Bangladesh's Presence in Global Digital Governance

The project further strengthens Dream71's growing international portfolio in digital governance and public-sector technology.

According to the company, Dream71 has successfully implemented more than 16 UNDP projects. Beyond Bangladesh, it has worked with UNDP on national-level digital governance, e-services, and public IT infrastructure initiatives in Afghanistan, Türkiye, Zambia, Uganda, Lesotho, and Timor-Leste.

Commenting on the achievement, Dream71 Managing Director Rashed Kabir said the project is a significant milestone for Bangladesh's technology industry.

Industry stakeholders say the project reflects the growing capability of Bangladeshi technology companies to deliver large-scale digital transformation initiatives beyond the domestic market. As demand for digital public services continues to rise globally, such international engagements could further enhance Bangladesh's reputation as an emerging exporter of software, digital governance solutions, and IT-enabled services.
